Abstract
Although the Prime Minister in federal systems has broad powers represented by the competencies and powers granted to him under the constitution, law and other legislation, the power of the Prime Minister in federal states differs in exceptional circumstances from that in normal circumstances. These powers granted to the Prime Minister also vary from one federal state to another. The Prime Minister and the state in general exercise their duties and tasks in times of peace and stability by adopting normal methods and means that they cannot exercise when the state is exposed to crises or exceptional circumstances. This undoubtedly has an impact on public freedoms and the rights of individuals. Therefore, in this article, we will try to highlight the most important of these powers granted to the Prime Minister in a number of federal states by addressing the following points: the idea of exceptional circumstances, the conditions for applying the theory of exceptional circumstances, the power of the Prime Minister in exceptional circumstances in federal states with different political systems.
